Analysis of the Portuguese R&I system


The Analysis of the Portuguese Research and Innovation System (Diagnóstico do Sistema Nacional de Investigação e Inovação– SNI&I) aims to be a contribution to the design of the Portuguese National Strategy for Research and Innovation for Smart Specialisation, articulating national and regional levels.

Prepared by FCT and published in May 2013, the document presents a detailed analysis of the Portuguese Research and Innovation System (SNI&I), focusing on the observed dynamics in the areas of production and exploitation of knowledge of scientific or technological basis. The study of these dynamics began by the structural characterization of the system and identification of stakeholder types as well as the major interactions between them. The socio-economic context of SNI&I is also analysed in order to identify critical aspects for understanding its profile and performance.

Throughout the report, in the various dimensions under analysis, Portugal is compared to a group of 10 countries selected for this purpose and, to the EU average, where applicable.

In the framework of Europe 2020’s Strategy implementation, this report identifies and analyses the internal strengths and weaknesses of the R&I system, as well as the risks and external opportunities that may affect it (SWOT analysis).

'Analysis of the Portuguese Research and Innovation System: Challenges, Strengths and Weaknesses Towards 2020'

FCT’s report on the SWOT analysis of the national research and innovation system was presented and discussed in this conference. The event aimed to gather the scientific community as a whole (university, research institutes and national public laboratories' research communities, businesses, and national and regional organisations with responsibility for the design and implementation of research and innovation policies) to discuss the design of a National Strategy for Research and Innovation for Smart Specialisation, for the next programming period of 2014-2020.

'National Research and Innovation System: Challenges, Strengths, and Weaknesses towards 2020'
December 2012, Teatro Thalia, Lisbon

The workshop on “National Research and Innovation System: Challenges, Strengths, and Weaknesses towards 2020” held in December 2012, in Lisbon, was one of the first steps towards a coordinated national action plan and preparation of a SWOT analysis report. Invited speakers included researchers who have contributed to the analysis of the Portuguese research and innovation system and its policies, as well as representatives of the country’s several regions. Topics discussed included the different features of the national and regional systems (human resources, infrastructures and financial characteristics), and the factors involved in the knowledge cycle of the innovation system, such as the production of knowledge, its circulation, and exploration by the users.
