FCT contribution to the National Strategy for Smart Specialization

Strategic Thinking Symposia – Consulting stakeholders

As part of the undertaking to define a national research and innovation strategy for smart specialization 2014-2020, the Strategic Thinking Symposia (Jornadas de Reflexão Estratégica) played an important part in validating the areas in which Portugal presents strategic intelligence advantages. The selection of each area was based on the previously compiled Analysis, that through the application of a particular methodology identified scientific, technological and economic activities in which Portugal specialises or has high potential for specialization, in relation to the European Union.

For each of the seven symposia several academic and business actors were invited to debate Portugal’s competitive advantages, barriers and challenges in each theme through structured brainstorming. The vision for 2020 and the identification of policy recommendations, measures and instruments needed to address that vision was also a key theme for debate.

The symposia were organised by the working group responsible for drafting the National Strategy for Research and Innovation for Smart Specialisation (ENEI), that includes Agência para a Inovação e Competitividade (IAPMEI), Fundação para a Ciência e a Tecnologia (FCT), Agência de Inovação (AdI) and COMPETE (Programa Operacional do Fatores de Competitividade).

Two of the workshops were co-organised by other Ministries. The workshop on Economia do Mar (Blue Economy), was organised by FCT and Direção-Geral da Política Marítima, in a collaboration with ENEI and Estratégia do Mar group. The second workshop, named “Inovar: Proteger e Comercializar o Conhecimento” (Innovate: Protection and Commercialization of Knowledge) was also a joint event organised by FCT and Instituto Nacional da Propriedade Industrial (INPI), with the support of ENEI’s working group.
