Transnational Cooperation

ECSEL – Electronic Components and Systems

ECSEL was established under Article 187 of the Treaty on the Functioning of the European Union, and involves the European Comission, several Member and Associated States, and three european industrial associations (EPoSS, AENEAS e ARTEMIS-IA).

The strategic goals of ECSEL include:

  • to maintain the production capacity of semiconductors and smart systems in Europe, and to help it grow;
  • to ensure a position of leadership in electronic systems design and engineering;
  • to provide access of all actors to a world class infrastructure for the design and production of electronic components and embedded and smart systems;
  • to stimulate the growth of ecosystems involving innovative SMEs, and to create and strengthen new competitive clusters in innovative areas.

Highlights

  • 16 September 2020, 17h00 (CET) : Deadline for submission of Full Project Proposals for calls H2020-ECSEL-2020-1-IA and H2020-ECSEL-2020-2-RIA.
  • 30 September 2020, 17h00 (CET) : Deadline for submission of proposals for call H2020-ECSEL-2020-3-RIA-IMI-ECSEL-joint-activity (joint call between ECSEL and the Innovative Medicines Initiative).

ECSEL JU 2020 Calls for Proposals

ECSEL has announced its 2020 calls for proposals to support Innovation Actions (IA) and Research and Innovation Actions, in the areas of electronic components and embedded systems, involving industry and Researh and Technology Organisations (RTOs).

The evaluation procedure will be performed in two stages (Project Outline and Full Project Proposal) for calls "H2020-ECSEL-2020-1-IA" and "H2020-ECSEL-2020-2-RIA", and in single stage for calls "H2020-ECSEL-2019-4-CSA-Digital Excellence" and "H2020-ECSEL-2020-3-RIA-IMI-ECSEL joint activity (ECSEL-RIA)" with the support of international panels of experts.

How to apply

  • Proposals will have two stages of eligibility check: at European level, according to H2020 rules, and at national level, according to the national rules of each funding agency;
  • All applicants are strongly advised to contact their national funding agency before submission of the Project Outline;
  • Proposals are submitted electronically through the H2020 Funding and Tenders Portal;
  • The participation of Portuguese entities will be regulated by Regulation on Projects Funded Solely by National Funds;
  • All Portuguese applicants should send a Declaration of Commitment duly signed and stamped by the lead researcher (Investigador Responsável) and the legal representative of the institution, up to 10 working days after the call submission deadline. FCT may ask for the original document at a later stage.

Deadlines:

  • H2020-ECSEL-2020-1-IA and H2020-ECSEL-2020-2-RIA: 5 May 2020, 17:00 (CET) for submission of Project Outlines; 16 September 2020, 17:00 (CET) for submission of Full Project Proposals.
  • H2020-ECSEL-2020-3-RIA-IMI-ECSEL: 30 September 2020, 17:00 (CET).
  • H2020-ECSEL-2019-4-CSA-Digital Excellence: 5 May 2020, 17:00 (CET).

Financial commitment and rules of participation

The eligibility rules are published as an annex to the Work plan.

  • National commitment to the 2020 calls: 2,500,000 €
  • The total budget of national RTOs is limited to 300,000 € per entity, per proposal (several entities involved in the same proposal can request up to 300,000€ each);
  • National companies (large companies or SMEs) have no budgetary limit, but applicants may be asked to present proof of financial capacity to support their participation in the project.
  • All national participations in proposals must include at least one Portuguese company. Participations in consortia with only national RTOs will not be considered eligible;
  • If selected for funding, national participants will have to report to the ECSEL JU, according to H2020 rules, regarding EU funding; and will also have to report to FCT, according to the present Regulation, regarding national funding.

Funding Rates

ECSEL calls are co-funded by the European Union (EU) through the ECSEL JU, at rates that can go from 20% to 35%:

  • ECSEL-RIA: 25% (Large companies); 30% (SMEs); 35% (RTOs)
  • ECSEL-IA: 20% (Large companies); 25% (SMEs); 35% (RTOs)
  • ECSEL-CSA: 100% (Large companies, SMEs and RTOs)

National funding through FCT will of 50% - (EU co-funding) for companies (large companies and SMEs) and 100% - (EU co-funding) for RTOs, i.e.:

  • ECSEL-RIA: 25% (Large companies); 20% (SMEs); 65% (RTOs)
  • ECSEL-IA: 30% (Large companies); 25% (SMEs); 65% (RTOs)
  • ECSEL-CSA: 0% (Large companies, SMEs and RTOs)

Please note: Dedication of Full-Time Equivalent resources (FTEs) to transnational projects is not accounted for FCT's 100%-limit of time allocated to national projects.
